Prospective authors are invited to submit original contributions that have neither been published nor are under review elsewhere. Submissions will be screened using IEEE CrossCheck to verify originality.
Authors must familiarize themselves with IEEE authorship and publication ethics:
Papers must be submitted in PDF format validated by IEEE PDF eXpress via the confcomm.ieee-ies.org conference submission system (please follow the submission guidelines). Manuscripts should not exceed six pages; a maximum of eight pages is permitted with an additional fee. All papers must follow the IEEE double-column format (see IEEE Paper Templates).
Each paper will undergo single-blind peer review by at least three independent reviewers and will be checked for plagiarism and duplicate publication. Accepted and presented papers are expected be published in the IEEE Xplore® Digital Library.
Note: Only compliant PDF files will be accepted for review.
Authors must validate their PDFs for IEEE compliance using IEEE PDF eXpress. This is required for final submissions and recommended for initial submissions as well.

Generative artificial intelligence (AI), including large language models (LLMs), can support authors in producing high-quality scientific work when used responsibly. AI tools may assist with idea development and language improvement, particularly for non-native English speakers. However, the use of AI must comply with IEEE policies on transparency and confidentiality.
Authors must adhere to the IEEE guidelines on AI-generated content, detailed in the IEEE Publications Operations Manual:
8.2.1.B.10:
Authors must disclose any AI-generated content (including text, figures, images, or code) in the acknowledgments section of the article. The AI system used and the specific sections it contributed to must be identified, with a brief description of its level of use. Use of AI for grammar or language editing is common practice and generally does not require disclosure, although it is recommended.
8.2.1.C.5:
Information about a manuscript under review must not be processed through public AI platforms for review generation. Such use breaches confidentiality, as AI systems typically learn from submitted inputs.
IEEE holds the copyright to published technical contributions to protect the interests of the IEEE, its authors, and their employers while ensuring proper reuse. Authors must complete an IEEE copyright transfer form with the final manuscript. This process grants authors and employers full rights to reuse their material.
Authors of accepted papers must complete the electronic copyright transfer (E-Copyright) form during final submission.
